1. Why This Rule Triggers (Diagnostic Message)

vatScenario "intra-eu-goods" (goods sent to a VAT-registered business in another EU member state) on line 1 needs the country the goods were delivered to (BT-80), and the invoice has none. The supply is exempt because the goods leave your member state, so the destination has to be on the invoice. EN 16931 asks for it in BR-IC-12, which fires on this invoice too.

2. How to Fix ATW-VAT-SCENARIO-FACT-MISSING

Set deliverTo.countryCode to the member state the goods went to. Under XRechnung, deliverTo also needs city and postalCode (BR-DE-10, BR-DE-11).
