1. Why This Rule Triggers (Diagnostic Message)

An invoice must have an issue date (BT-2). The issue date fixes the VAT period the invoice falls into and starts the payment clock.

2. How to Fix BR-03

Set issueDate to the date you issued the document, as an ISO 8601 calendar date ("YYYY-MM-DD"). UBL forbids a time component here.
