1. Why This Rule Triggers (Diagnostic Message)

VAT breakdown group 1 of the document states no readable VAT category taxable amount (BT-116): the element is missing, empty, or not a plain decimal number such as 1500.00. Each VAT breakdown (BG-23) shall have one: it is the base the VAT was calculated on, and without it neither BR-CO-17 nor the group's -08 and -09 rules can be evaluated.

2. How to Fix BR-45

State the taxable amount (BT-116) on every VAT breakdown group of the document. It is mandatory in the group whatever its value, zero included.
