1. Why This Rule Triggers (Diagnostic Message)

VAT breakdown group 1 of the document states no readable VAT category tax amount (BT-117): the element is missing, empty, or not a plain decimal number. Each VAT breakdown (BG-23) shall have one, even when it is zero — an absent amount and a zero amount are different claims, and BR-CO-14 sums these values into the document VAT total.

2. How to Fix BR-46

State the VAT amount (BT-117) on every VAT breakdown group of the document. It is mandatory in the group whatever its value, zero included.
