1. Why This Rule Triggers (Diagnostic Message)

The document level charge states a base amount of 1000 but no percentage. Peppol requires the pair to travel together in both directions: a base amount with no percentage names a figure the document then does nothing with, which reads as an incomplete edit rather than a statement. If the adjustment is a flat sum, it has no base — the amount is the whole of it. This is a Peppol BIS Billing 3.0 profile rule: it applies because profile is "peppol-bis-3". It does not apply to the en16931, xrechnung-ubl or xrechnung-cii profiles, whose validators will accept the same document.

Set charges[0].percentage to the rate applied to the base, or drop charges[0].baseAmount if the adjustment is a flat amount rather than a proportion.
